Call for partnership proposals - Meso-scale Insurance for Disaster Risk Reduction (MINDER Project)

Summary

Oxfam in the Philippines is implementing a research and advocacy project which aims to help low-income local government units improve their capacity to respond to disaster through investing in risk transfer mechanisms for their assets.

We welcome organisations interested in working in partnership with Oxfam to design an insurance model that will work with poor municipalities and help design a revenue generation system and a payment structure that will allow the said municipalities to cover the premium. We are excited to hear from all parties who are committed to address disaster risk reduction through policy research and advocacy.  We are looking for unique organisational skills and experiences within the areas of: disaster risk reduction, climate change financing.  Please send us a proposal (maximum of 3 pages) by February 17, 2017.

About the Project

Oxfam’s experience in responding to disasters in the last 7 years reveal that the effort to bring back communities to the path of recovery becomes all the more difficult when local governments also suffer devastating losses.  Damage to school buildings, public market, rural health clinics, bus terminals and similar infrastructural investments entail difficult tradeoffs which have short- and medium-term consequences to the ability of the local economy to recover from shock.  To address this, Oxfam seeks to develop an insurance model that will work with poor municipalities and help design a revenue generation system and a payment structure that will allow the said municipalities to cover the premium. It will work with key agencies such as the Government Service Insurance System (GSIS), the Climate Change Commission, National Disaster Risk Reduction and Management Council (NDRRMC), Department of Interior and Local Government (DILG), the Department of Budget and Management (DBM), Department of Finance (DOF), and private sector groups.

What you will bring to the partnership

In view of the foregoing, Oxfam now invites proposals from civil society organizations/ academic institutions for possible partnership in implementing the project.

Below are the specific tasks to be performed under the project:

• Conduct policy research on institutional arrangements and regulatory environmental on meso-scale insurance for Local Government Units.
• Conduct multistakeholder roundtable discussions and workshops with Climate Change Commission, National Disaster Risk Reduction Management Council, Government Social Insurance System and Department of Internal and Local Government.
• Conduct financial feasibility study on mesoscale system for 4th to 6th class municipalities
• Consultation meetings with targeted local government units.
• Multi-media advocacy campaign on the importance of investing on mesoscale insurance for Disaster Risk Reduction

Next steps

Oxfam will review submissions on a rolling basis up until the deadline. Submissions will be assessed against the following criteria a) strategic organisational fit with Oxfam and b) relevant, proven experience against desired skills and expertise listed above.

Please note that a successful proposal does not automatically mean formal selection for partnership. The proposal review would be followed up by an invite of selected parties to further explore organisational capacity, division of programme roles and responsibilities, ways of working and scale of resourcing available through a series of bilateral meetings.

Following the submission on February 17, we hope to begin bilateral meetings by the week of third week of February, select the appropriate partner organization and send out communication to all parties that submitted on the status of their Proposal, and conclude Letter of Agreements formalising partnership with selected organization by fourth week of February
